Two professional mechanical environmental engineers were hired to conduct an air quality study in 1990 and they wrote this quote about their experience in their final report, "Liquid industrial wastes are poured onto the solid waste piles before burning. The piles appear to be on bare earth with no provision to prevent toxic runoff into the nearby stream or into the ground water. This is a severe environmental threat."
These same engineers who did the 1990-91 report also discussed how they had witnessed tanker trucks pulling up and dumping directly into the incinerator when they said, "We observed tank trucks tipping in front of the Unit 4 scrubber. We believe that Unit 4 is directly firing liquid industrial waste along with the solid waste."
